CHANGE CASES |

D uring 2007, the Sonoma County Animal Regulation Division handled a record number of horse neglect, abuse and abandonment cases. The sharp increase in cases may be attributed to the growing number of horses in the county, the recent national ban on horse slaughter, and on the depressed economic climate.
The CHANGE Program is young (formed 10/07), but has already filed for California Corporation status as well as Federal Non-Profit 501(c)(3) status.
The program has already been tremendously effective in assisting the Animal Control Department in the following cases: |

JACK
Jack is a 5 year old Thoroughbred off the track, he is a happy, healthy horse on the mend now that he is
enrolled in the CHANGE Program. Jack has received TLC,vaccines, powerfloating, sheath cleaning, hoof trimming,
and equine supplements in the last seven days. Since Jack has been in the program, he has already gained weight.

KATIE
Katie Jane is a 9 year old Thoroughbred mare off the track. She has the sweetest, most giving personality.
Katie Jane has received the exact same care that Jack-Jack has and she too has gained a significant amount of weight in just one week.

COWBOYCowboy is a Thoroughbred gelding off the track of
unknown age. He and several other horses were found by a concerned citizen being starved on a Santa Rosa property. The
concerned citizen offered $400.00 to Cowboy's owners then immediately contacted a veterinarian for medical care who
reported the horses to Animal Control, which prompted an investigation."

The CHANGE Program stepped in to assist the department and take this horse into a foster center.
Cowboy is in critical condition and is on round the clock meds, refeeding, and IV fluids. His
recovery is touch and go, but volunteers remain hopeful that he will pull through.

BABEBabe is a 27 year old ex-race horse mare that was found
alongside a country road on Januray 3, 2008. None of the neighbors knew who she belonged to and she was
standing out in the rain. The CHANGE Program, through the Animal Control Department, immediately transported the |
| horse to a nearby foster barn where shereceived medication for arthritis in her knee,
was given a clean, dry stall and blanket, and provided food and water. Fortunately, the owner has now
been located and is agreeing to allow medical treatment for the horse before she is returned home.

PANCHITOPanchito is a 3 year old quarterhorse gelding who was found abandoned in a rural
lake in Sonoma County. Veterinary examination found injuries consistent with horse tripping, an event conducted
in Charreadas. This rodeo event is illegal in the state of California.
Panchito has been placed in a foster home and his veterinary needs have been met. He is currently healing from his injury.

JAMAL Jamal was voluntarily relinquished to the custody of
the CHANGE Program during an animal control investigation for starvation. He has been placed on a refeeding diet and now resides in a new permanent
home. All of his veterinary needs have been met through the program.

JOE Joe is a teenage quarter horse gelding who worked
on the track for most of his life as a pacing pony.He was voluntarily relinquished to the CHANGE
Program during an Animal Control starvation investigation.
Through the program, all of his veterinary needs were provided, a refeeding diet was instituted, and
he was placed in a permanent loving home.

There are MANY more cases which can be cited to show the CHANGE Program’s active
support and involvement in Sonoma County Animal Control cases. Many of the cases have positive outcomes, in
which the horse’s needs are adequately addressed and the horses are placed in permanent homes. The program
hopes to continue this support service, with help from horse community volunteers.
